Muratqan Sailau, born in July 3, 1986 in Emin County, Marelesu village, house no. 004591; Chinese ID no. 654221198607030016. Immigrated to Kazakhstan in 2012.

Emin County hospital.

When victim was detained

On his returned to China on August 10, 2017, got his Kazakh green card and Chinese passport confiscated, put under house arrest, then sent into a camp on December 27th, 2017

Additional information

In May 2018, Chinese officials required Muratqan's family to pay them RMB350, which they did. Muratqnan had a WeChat video call with his mother in Kazakhstan in August 10, 2018, under presence of a Chinese policeman. He requested for RMB 3000, which Parida immediately sent to the Chinese officials. A rumour on 29 August said that Muratqan got sick and needs RMB2000 for treatment urgently. The family said they have no money to send, to which the Chinese officials responded that they will put him in re-education camp with no medical service if no money was provided.
